The HCPTS panel found that physiotherapist Mubarak Muhammad Mutawakkil's fitness to practise remained impaired because he had not addressed earlier findings about his competence or provided evidence of insight or remediation. It found a significant likelihood of repetition and risk of significant harm to service users, and imposed a further 12-month suspension from 14 November 2025.
