Nursing and Midwifery Council determination — review hearing

Struck off the register

The regulator’s term: erasure

What does “struck off the register” mean?

Being struck off (the regulator calls this "erasure") removes the practitioner from the register. They are no longer permitted to practise this profession in the UK. Erasure can be reviewed after a minimum of five years, but is otherwise indefinite.

Concerning Kim Louise Ramsay, nurse (Nursing and Midwifery Council 15I1079S).

Decision date: 7 April 2026 · Hearing started 7 April 2026

In plain English

The NMC found that Kim Ramsay, a registered nurse, did not carry out required observations or complete the proper records after a resident at her care home fell in July 2019, and did not complete admission records for another resident in January 2019. She had been subject to a conditions of practice order since 2022 but did not engage or show any retraining. At a review meeting, the panel decided to strike her name off the register.

Charges

That, while employed at Crossgate Care Home: (1)–(9) on or around 26/27 July 2019, following Resident A's fall, failed to undertake or record neurological observations including touch and pain response checks; failed to complete a Falls Risk Record, a Risk Assessment, an accident/incident form (in multiple sections), a daily record of care, a separate Body Map / Evaluation of Injury form; and failed to notify Resident A's family or next of kin; (10) on 5 January 2019, when admitting Resident B to the Home, failed to complete admissions records, undertake adequate observations, or notify Resident B's family or next of kin. By reason of the above, fitness to practise was alleged to be impaired by reason of misconduct.

Findings

The original substantive panel on 1 April 2022 found the charges proved by Ms Ramsay's admission and imposed a conditions of practice order for 12 months, which was extended for a further 36 months at a review on 23 March 2023. At this second review on 7 April 2026, the panel found that Ms Ramsay had not engaged with the NMC, had not complied with the recommendations of the previous reviewing panel, and had provided no evidence of strengthened practice or developed insight. The panel determined that her fitness to practise remained impaired on grounds of public protection and public interest, and that no lesser sanction would be sufficient.
