At review, the panel found that Ms Newman remained impaired on public-protection grounds. It recognised her insight, remorse, engagement and further professional development, but found no evidence that she had put her learning into practice because she had not worked as an occupational therapist under the existing conditions. It found continued conditions necessary to manage risks to service users.
