Findings
The review panel found continuing impairment on public-protection and public-interest grounds. There was insufficient further evidence of reflection, completed training, remediation or compliance with conditions. It recognised the isolated incident, approximately 20 years without previous concerns, earlier engagement and some insight. It rejected striking off as disproportionate and found that the criteria for allowing registration to lapse with impairment were not met. The panel replaced the existing conditions with a six-month suspension, taking effect upon their expiry at the end of 6 October 2026. The suspension will be reviewed before expiry.
