What does “suspended from practice” mean?
A suspension is a fixed-term pause on the right to practise. The practitioner cannot work in the regulated profession during the suspension. At the end of the period the suspension may be extended, replaced with another sanction, or lifted on review.

The NMC's Fitness to Practise Committee imposed a six-month suspension order with review on Jenna Hannah Mackay, a registered adult nurse from Jersey, on 1 April 2026. The panel found that, between 2017 and 2021 at Jersey General Hospital, she had engaged in a pattern of bullying behaviour towards three junior colleagues, including unfair rostering, raised voices, and undermining comments, and that in May 2021 she had provided an inaccurate reference about a colleague that lacked integrity. The panel concluded she had limited insight into the nature and impact of bullying but that her clinical practice was high quality and that suspension would allow further reflection. An interim suspension order of 18 months was imposed pending appeal.
Charges
That, between 2017 and 2021 while working at Jersey General Hospital, Mrs Mackay engaged in a course of bullying behaviour towards three more junior colleagues (Colleagues A, B and C). The proven incidents in respect of Colleague A included unfair rostering, raising her voice, undermining comments during a morning huddle, and inappropriate reference to personal information after Colleague A raised concerns about rostering. In respect of Colleagues B and C, charges concerning unfair criticism, raised voices, and inappropriate handling of clinical discussions were proved. Around 10 May 2021 she provided inaccurate information about Colleague A in a formal reference, in respect of quantity of work, application to the job, management skills, attendance/punctuality, and notice period; her actions in providing this reference lacked integrity. Several charges proved; some not proved.
Findings
The panel found Mrs Mackay's fitness to practise impaired by reason of her misconduct. The panel concluded that, while she had undertaken significant retraining and had a high standard of clinical practice, she still demonstrated limited insight into what constitutes bullying, how it manifests, and its emotional and psychological impact on vulnerable colleagues. The panel also found she had not understood the consequences of giving an inaccurate reference. The panel was satisfied that the misconduct was not fundamentally incompatible with remaining on the register and that a suspension order would allow her to develop further meaningful insight.

Significant amount of retraining, some of which is relevant to the areas of concern. Worked for five years without further concern. Full engagement with the NMC proceedings, especially during difficult personal times. Level of experience at the time of the allegations. Culture at the Hospital at the time of the allegations. Her clinical practice is of a high standard.
Aggravating factors
Limited insight into the specific concerns. Multiple incidents over a period of over four years. Health, well-being and safety of colleagues and staff-members were affected. Lack of integrity in relation to the reference provided to Colleague A. Bullying of more junior colleagues and staff-members who were vulnerable due to their mental health, health and/or personal circumstances. Abuse of power when in a managerial position.
