Charges
Appeal against the decision of the GDC's Registrar that Ms Rexhvelaj was not eligible for registration on the Dentists Register on the basis that she is not of good character and had not demonstrated that she possesses the necessary knowledge of English. Her application to join the ORE candidate list was received on 3 November 2025. On 20 November 2025 the British Council's IELTS Verification Team told the Council that the Test Report Form submitted did not match its records and was counterfeit. The Registrar refused the application on 2 January 2026.
Findings
The Committee bore in mind that the burden was on the appellant to satisfy it that she is of good character as required by section 17 of the Dentists Act. The Committee was satisfied that her actions in submitting a fraudulent certificate for registration were dishonest. It was not satisfied that she had provided an adequate explanation for why she submitted a fraudulent IELTS certificate, noting that her answers were vague, evasive and lacked detail, that she failed to provide evidence that she had contacted the third-party agency, and that her oral evidence was contradictory. The Committee acknowledged that the GDC's letter of 2 January 2026 recorded the test date incorrectly as 17 February 2024 when the test was completed on 10 May 2024, but found that error was not determinative. The Committee was not satisfied that she had provided sufficient evidence to demonstrate that she is of good character as required for registration, and determined to dismiss the appeal.
