What does “struck off the register” mean?

Being struck off (the regulator calls this "erasure") removes the practitioner from the register. They are no longer permitted to practise this profession in the UK. Erasure can be reviewed after a minimum of five years, but is otherwise indefinite.

The NMC's Fitness to Practise Committee found that Mrs Janette Donnelly, a registered nurse and home manager, restrained a vulnerable resident at Millport Care Centre on 19 February 2021 to enable a COVID-19 vaccination through the resident's leggings, and then dishonestly failed to report the inappropriate administration. The panel ordered her erasure from the register and imposed an 18-month interim suspension order pending conclusion of the case.

Charges

While employed as Home Manager at Millport Care Centre on 19 February 2021, Mrs Donnelly was charged with being responsible for and contributing to the restraint of Service User A by holding the resident's head and directing further restraint by colleagues; informing the administering nurse she would not report that the COVID-19 vaccination had been injected through the resident's leggings, and subsequently not reporting it; the restraint being unnecessary and not in line with the resident's care plan; and acting dishonestly in knowing she had a duty to report the inappropriate vaccination administration.

Findings

The panel found Charges 1.b.i, 1.b.ii, 1.c.i, 1.c.ii, 2.a, 2.b and 3 proved, and Charges 1.a and 2.c not proved. It found Mrs Donnelly responsible for restraining the resident's head and directing further restraint by junior colleagues, that the restraint was unnecessary and not in line with the resident's care plan, and that she instructed the administering nurse to inject the COVID-19 vaccination through the resident's leggings and then dishonestly failed to report this. The panel concluded her fitness to practise was impaired by reason of misconduct.
