What does “practising with restrictions” mean?
Conditions of practice allow the practitioner to keep working but only subject to specific restrictions — for example, supervision, limits on certain procedures, or required reporting to the regulator.

The HCPTS review panel found that physiotherapist Arul Rathina remained impaired after earlier proven clinical and supervision failings. It found unresolved concerns about safe autonomous practice and imposed revised conditions for six months from 13 April 2024.
Charges
The original allegation concerned failure to comply with clinical-supervision instructions, treating neurological patients incorrectly and contrary to an instruction not to treat them unsupervised, and failure to attain the required grade-level competencies in assessment, health and safety, planning and preparation, resourcing, discharge, clinical reasoning, record keeping and information provision.
Findings
The 2008 substantive panel found all original particulars proved, found misconduct and lack of competence, and struck the Registrant off. Following later restoration subject to conditions, the current review Panel found limited insight, unresolved clinical concerns, no independent confirmation of safe autonomous practice and continuing impairment on personal and public components. It varied and extended Conditions of Practice for six months from 13 April 2024, with review before 13 October 2024.
