What does “practising with restrictions” mean?

The review panel found that Anthony Morris had made significant progress, developed insight and remorse, completed extensive professional development and complied with his conditions. It nevertheless found that he had not fully remediated his practice and remained impaired, so it varied and extended the conditions of practice for six months.
