The reviewing panel found some developing insight and relevant training, but said Mr Jimingo had not fully understood the seriousness and impact of the boundary breaches and had shown no insight into the dishonesty finding. It found a continuing risk of repetition and impairment on both the personal and public components, while considering the failings potentially remediable.
