At the fourth review, the panel found that Kelly L Madden remained impaired because she had not demonstrated sufficient insight or remediation and there remained a risk of repetition. It concluded that further suspension would serve no useful purpose and that striking off was the only sanction that would protect the public and maintain confidence in the regulatory process.
