It found that extensive remediation, insight and positive progress meant Ampuero did not currently pose a risk to the public; impairment was found solely on public-interest grounds. It issued a reprimand and found restrictions unnecessary. The reprimand and determination would appear on the register for 12 months and remain part of her fitness-to-practise history. Earlier interim conditions had already been removed; this decision imposed no new practice restrictions.

• You have previous good character, in that you worked at four other practices in the UK, two before and two after the Practice at which the conduct occurred and there have been no issues; • There was no financial or other gain on your part. Whilst some reference was made to financial gain in the issues surrounding NHS claiming, this was not deliberate and therefore not for financial benefit; • There is evidence of good conduct following the allegations in question in that you have completed extensive and targeted CPD, you have complied with all GDC investigations, and your interim order workplace supervisor reports were all very positive; • Evidence of remorse, insight and/or apology in that you made extensive admissions at the hearing and provided written statements; • Remedial action taken through your additional training, including reducing your working days from 5 to 4, at a significant financial impact, to dedicate time to improving your practice in relation to the identified issues; • The work environment at the practice was hostile, and there was a lack of continuity and support to the level that you were accustomed to; • Multiple positive testimonials have been provided.

• There was a risk of harm to the patients treated; • The misconduct was repeated over multiple patients and sustained over 11 months.
