What does “restored to the register” mean?

A practitioner who had been struck off applied for restoration to the register and the application was granted.

Concerning Charles Kingsley Addai, nurse (Nursing and Midwifery Council 02A1478O).

Decision date: 26 August 2026 · Hearing started 28 April 2026 and ended 26 August 2026

In plain English

The NMC decided to grant Charles Kingsley Addai restoration subject to passing a Return to Practice Programme, paying the fee and a 12-month conditions order. It rejected the separate pressure-ulcer allegation in full and accepted evidence of developing insight. The final order bars management work for at least one year, although earlier reasoning in the determination refers to three years.

Charges

The restoration application followed a 2017 striking-off decision for dishonest concealment of regulatory restrictions and working while suspended. Separately, the current panel considered an unresolved 2012 allegation of failure to report a patient’s pressure ulcers to Care UK management and the Care Quality Commission.

Findings

The current panel found the unresolved pressure-ulcer charge 1 not proved in its entirety and excluded it from the restoration assessment. It accepted developing insight, remorse, training and positive references, with no further concerns, and found Addai a fit and proper person to return. Restoration requires successful completion of a Return to Practice Programme and payment of the prescribed fee. On restoration, a 12-month conditions order requires Band 6 supervision, reflection and disclosure of disciplinary history to new employers. The source contains an inconsistency: reasoning on page 26 refers to a managerial-role restriction of at least three years, while final operative condition 5 on page 28 states at least one year. The final conditions order will be reviewed before expiry.
