The HCPTS allegation section states: . 176. The Panel accepted that record-keeping practice has moved from paper-based to computer-based records. However, there was still a requirement, in the Panel’s view, for a full, individualised patient record to be maintained. There were therefore still development and training to be undertaken in this key area. 177. The Panel noted that only the reference from Mr SW made any reference to clinical governance issues. The Registrant had not provided any testimonials from the previous GP practices at which he had worked, as a comparison to the Practice. 178. Having heard from the Registrant, the Panel was of the view that he is in the course of remediating from his misconduct and has yet to undertake further training to remediate the lack of competence. 179. The Panel therefore was unable to say it was highly unlikely that he would repeat his misconduct. There was therefore still some risk of repetition, and the Registrant is currently impaired on the ‘personal’ component. 180. The Panel also considered the ‘public’ component of impairment. It was mindful of the need to protect the public. In this case, it had found that there was a risk of repetition. Further, the Panel was mindful that it had found a lack of competence in relation to key areas of record-keeping and assessment. 181. The Panel also bore in mind that its misconduct findings had related to failings in respect of Patients D, E and G which had involved a risk of harm to them. The Panel concluded that it would not meet the needs of maintaining public confidence in the profession and the need to uphold professional standards unless there is a finding of impairment.
