The HCPTS review panel found that paramedic William Munro remained impaired after earlier findings that he used unnecessary force, threatened a patient, used an inappropriate transfer technique and failed to document his involvement. With no evidence of further remediation and no intention to return to practice, it struck him off from 6 January 2024.
Charges
It was alleged that while attending an incident on 6 January 2019 the Registrant used unnecessary physical force against Patient A, threatened to break the patient's arm, used an inappropriate transfer technique, failed to record his involvement on the Patient Clinical Record, committed misconduct and was impaired.
Findings
The substantive panel proved Particulars 1(i), 1(ii), 1(iii) and 2 and found misconduct and impairment. At this review, the Panel found no new evidence of remediation or further reflection, continuing impairment on both personal and public components, and a continuing repetition risk. In view of the Registrant's lack of engagement and stated retirement abroad, it imposed a Striking Off Order effective from 6 January 2024.
