What does “interim restrictions imposed” mean?

An interim order is a precautionary restriction imposed before the regulator's investigation is complete. It is not a finding of fault — the underlying allegations have not yet been adjudicated.

Concerning Clifford Neil Walters, nurse (Nursing and Midwifery Council 09A0501E).

Decision date: 29 April 2026 · Hearing started 29 April 2026

In plain English

The NMC's Fitness to Practise Committee decided to replace nurse Clifford Neil Walters' interim suspension order with an interim conditions of practice order at a review hearing. The conditions limit him to one employer and prevent him from assessing or treating patients who are, or are suspected to be, victims of domestic abuse without direct supervision. The allegations against him have not yet been decided by a panel.

Charges

The allegations are not set out in the published determination and have not been adjudicated. A panel of the Fitness to Practise Committee has still to deal with the allegations.

Findings

At an interim order review hearing, the panel decided to replace the existing 18-month interim suspension order with an interim conditions of practice order. The conditions limit practice to one substantive employer, prohibit assessing or treating patients who are or are suspected to be victims of domestic abuse without direct supervision, require a comprehensive risk assessment maintained with the employer and provided to the NMC before the next review, and impose notification and disclosure requirements. The order must be reviewed within six months and every six months thereafter.
