The HCPTS panel considered paramedic Dean Carter's drug-driving conviction and his dishonest failure to disclose the charge, conviction and workplace restrictions. It found no engagement, insight, remorse or remediation and a significant risk of repetition. The panel concluded that suspension would not protect public confidence or have a positive effect, and struck him off.
