The GDC tribunal decided that Mr Vitaliy Odnorig's appeal should be allowed. He had applied to join the dental care professionals register as a dental therapist, and the GDC's Registrar refused the application because two assessment panels were not satisfied he had the required knowledge and skill. The Registration Appeals Committee heard his evidence on 22 July 2026 and found he had covered the outstanding learning outcomes. Charges
There were no charges. This was an appeal under Schedule 4A of the Dentists Act 1984 against the GDC Registrar's refusal of Mr Odnorig's application for entry to the dental care professionals register as a Dental Therapist. The only matter under consideration was Matter C under section 36C(4) of the Act: whether he had the requisite knowledge and skill to practise as a Dental Therapist by virtue of his Bachelor of Dental Surgery obtained in Ukraine in 2020 and his knowledge and experience. Two Registration Assessment Panels, in March 2025 and November 2025, had concluded that he had not demonstrated this, the second identifying seven learning outcomes not covered by his training or professional experience.
Findings
The Registration Appeals Committee took into account the additional evidence provided since the second assessment panel, including 16 months of dental practice in Ukraine, additional targeted CPD certificates, written reflections, a workplace reference covering his work as a trainee dental nurse in the UK, and his oral evidence at the hearing. It considered that he demonstrated good knowledge of the skills and experience required to practise as a Dental Therapist in the UK, including scope of practice and direct access, and was satisfied that his focused learning, dental experience and answers to the Professional Adviser covered all the outstanding learning outcomes. The Committee concluded that he would be a safe practitioner if registered, that professional standards would be upheld, and that he had demonstrated the requisite knowledge and skill under section 36C(4) of the Act. It therefore allowed the appeal and remitted the case to the Registrar in relation to Matter D only, directing that he is entitled to be entered on the DCP Register as a Dental Therapist subject to the GDC assessing him as suitable under Matter D, which covers identity, knowledge of English, good character and good health.
