Charges
Mr Norman was convicted of possessing extreme pornography and making category A, B and C indecent images of children over more than eight years. Allegations that he dishonestly failed to report an employment suspension were not proved.
Findings
The panel found current impairment on personal and public-interest grounds, citing the gravity and duration of the offending, very limited insight, no remediation and a real risk of repetition. It concluded that suspension was insufficient and struck Mr Norman off, with an interim suspension for the appeal period.

The conduct was repeated over a period of more than eight years. The Registrant has shown no insight, apart from accepting the seriousness of the convictions. He has not apologised. He has demonstrated no remorse and there is no evidence that he has undertaken any rehabilitation or other steps in remediation of his behaviour. The conduct involved possession, for his own sexual gratification, of images that included movies of the sexual abuse of children, some of them extremely young and in distress.
