What does “interim restrictions imposed” mean?

An interim order is a precautionary restriction imposed before the regulator's investigation is complete. It is not a finding of fault — the underlying allegations have not yet been adjudicated.

Concerning Milan Arian, midwife (Nursing and Midwifery Council 22C3612E).

Decision date: 24 July 2026 · Hearing started 24 July 2026

In plain English

The NMC's Investigating Committee imposed an interim conditions of practice order on midwife Milan Arian for 18 months at a hearing on 24 July 2026. The conditions limit her to one substantive employer, require indirect supervision by another registered midwife at all times, and prevent her being the sole midwife on duty or in charge of a shift. The NMC's case examiners have yet to decide whether there is a case to answer, and no allegation has been proved.

Findings

This was a New Interim Order Hearing before the NMC's Investigating Committee, held virtually on 24 July 2026. Mrs Arian was not present and was unrepresented. The panel decided to make an interim conditions of practice order for a period of 18 months, determining the conditions to be proportionate and appropriate. The conditions require her to limit her practice as a registered midwife to one substantive employer other than agency or bank work; not to be the sole midwife on duty or the midwife in charge of any shift; to be indirectly supervised by another registered midwife whenever working; not to administer medication unless directly supervised until signed off as competent; to create and work to a personal development plan covering medicines management, maternal observations and recognition of maternal deterioration, foetal monitoring including CTG interpretation, neonatal observations and recognition of neonatal deterioration, escalation of concerns, documentation and record keeping, prioritisation, time management, and communication and clinical decision making; to hold fortnightly meetings with her line manager or supervisor; and to keep the NMC informed of her employment, study and any clinical incident, investigation or disciplinary proceedings. The order must be reviewed before the end of the next six months and every six months thereafter. The determination records that the NMC Case Examiners are yet to decide whether there is a case to answer in relation to the allegations made against Mrs Arian.
