The MPTS tribunal found that Dr Joseph Rugemintwaza had not complied with a General Medical Council direction to undergo a Performance Assessment, after his NHS trust raised concerns about his clinical practice in 2023. Despite repeated requests over several months, he did not return the required forms. The tribunal found there was no good reason for the non-compliance and on 6 February 2026 directed that his registration be suspended for 12 months with a review hearing, and imposed an immediate order.
