The MPTS tribunal found that Dr Menatalla Elwan, a neurology trainee, made two posts on Twitter on 7 October 2023 about events in Israel and Palestine. The tribunal decided the posts were neither antisemitic nor grossly offensive and were political speech protected by free-expression rights. While the timing and tone were inappropriate and in bad taste, this did not amount to misconduct. The tribunal found her fitness to practise was not impaired and issued no warning.

The committee found multiple charges of lack of competence proved, relating to medication administration failures, poor record keeping, infection control breaches and inappropriate conduct towards colleagues at Bedford Hospital NHS Trust between 2022 and 2023. The order lasts 18 months and will be reviewed before it expires.

The tribunal said the abuse was serious misconduct and that his insight into what he had done was superficial. It suspended his registration for 12 months with a review hearing and imposed an immediate order of suspension. Dr Imran had returned to practise in Pakistan and relinquished his GMC licence in 2025.

The panel found that, on 30 April 2015, she had provided Person 1 with a job offer letter from her own agency that contained falsified information, and that she had been dishonest in seeking to mislead any third party reading the letter into believing it was true. The panel concluded the misconduct involved an abuse of trust and that her absence of insight, remorse, and engagement made any lesser sanction insufficient. An interim suspension order of 18 months was imposed pending appeal.
